親愛的陳博士：


我國以最大的不滿撰寫本信函，針對貴組織幹事長辦公室主任Anne Marie Worning女士於2010年9月14日發出之「2005年國際衛生條例Taiwan Province of China適用條款」外洩備忘錄所涉不當程序，及具政治意涵錯誤用語，表達正式抗議。
我國衛生署是保護與促進台灣二千三百萬人民健康的最高和唯一 機構，在台灣領土和水域內國際衛生條例的有效實施都是由衛生署負責。故而本署已經被納入國際衛生條例執行網絡，並且依照Dr. Bernard P. Kean於2009年1月2日來函要求指定一「聯繫窗口」(該函及本署復函影本如附件，兩者形成具拘束力之換函)。因此，該備忘錄內容所涉不當程序與對我 們之謬稱引起毫無根據的政治意涵，不僅背離事實，更阻礙國際衛生條例之執行。
世界衛生大會(WHA)為世界衛生組織(WHO)之最高權力機構，我 於2009年首度獲邀以觀察員身份參加WHA，與會者名單所呈現之我團名稱係「Chinese Taipei」，我團座位前置放之名牌亦為「Chinese Taipei」。我方對WHO在未知會我且未獲我同意之情況下，於其內部備忘錄更動對我稱呼感到最大遺憾，該舉亦不符WHA長久以來身為專業機構，行事有 其透明性及一致性之傳統。我在此要求您立刻處理此一重大事件，並更正此一我方絕不接受之錯誤。
在對此狀況表示遺憾之餘，我仍對您邀請我國參加第64屆世界衛生大會表示感謝，我國代表團亦將如同過去兩年持續對大會討論及世界衛生組織之工作作出實質貢獻。
我期待儘早得到你的回復。

Endeavour's Final Voyage

An exhaust cloud forms around Launch Pad 39A at NASA's Kennedy Space Center in Florida as space shuttle Endeavour soars into the sky on the STS-134 mission to the International Space Station. The shuttle and its six-member crew lifted off from Launch Pad 39A at NASA's Kennedy Space Center in Florida at 8:56 a.m. EDT on May 16. STS-134 will deliver the Alpha Magnetic Spectrometer-2 (AMS), Express Logistics Carrier-3, a high-pressure gas tank and additional spare parts for the Dextre robotic helper to the International Space Station.

What is the difference between http and https ?

**The main difference between http:// and https:// is it's all about keeping you secure** HTTP stands for Hyper Text Transfer Protocol.
The “s” (big surprise) stands for "Secure". If you visit a website or web page, and look at the address in the web browser, it will likely begin with the following: http://.
This means that the website is talking to your browser using the regular unsecured language. In other words, it is possible for someone to "eavesdrop" on your computer's conversation with the website. If you fill out a form on the website, someone might see the information you send to that site.
This is why you never ever enter your credit card number in an http website! But if the web address begins with https://, that basically means your computer is talking to the website in a secure code that no one can eavesdrop on.
If a website ever asks you to enter your credit card information, you should automatically look to see if the web address begins with https://.
If it doesn't, You should NEVER enter sensitive information, such as a credit card number, Social Security #, etc.

「http」 跟「https」有何不同嗎?

有時這之間的差異是很重要的。
http://跟https://之間的差異在於網路文字傳送協定標準不同。
這僅一個字母S的差別代表「安全(secure)」, 所以http:// 是該網頁與你的電腦瀏覽器, 以一般(非安全)模式在進行互動交談, 所以內容有可能遭攔截竊聽；換句話說，你在此類網頁上填寫傳送的資料有可能被有心人士看到。
這就是為什麼你不要在http網頁輸入你的信用卡資料! 但如果網址開頭是https://, 基本上意謂著, 你的電腦是以無人能盗取得安全碼, 與該網頁進行互動交談。
請在輸入機密資料時確認該網頁開頭是不是https://。
如果不是, 請勿輸入敏感資料, 諸如信用卡號碼, 工卡號碼, … 等等。
