The Chinese Ministry of National Defense in Beijing recently confirmed it was revamping an old Soviet Union-era ship to be its first carrier and has sought to play down the vessel's capability, saying it will mainly be used for training and research.
A news Web site run by the Chinese Ministry of National Defense said August 10 that the nation’s aircraft carrier should handle territorial disputes, despite government assurances the vessel posed no threat to its neighbors.

中國第一艘航空母艦「瓦良格號」於8月11日出海試航。
「瓦良格號」是前蘇聯設計建造的一艘3.3萬噸級多用途航空母艦。但是隨著蘇聯的解體，「瓦良格號」也被擱置在黑海的一個船塢。一家旅行社以2000萬美元的價格購得「瓦良格號」，聲稱要把她拖到澳門用做海上賭場。最後，「瓦良格號」終於落入真正買主中國人民解放軍手中。
美國環球戰略網9日刊登文章說:「瓦良格號航母上的工作人員透露，這艘購自俄羅斯的航母不久將正式更名，新的名字叫做“施瑯號”(施瑯：清朝水軍著名將領，1681年領命康熙帝，一舉拿下欲圖割據的台灣)。」
軍事專家分析: 瓦良格號的試航，展現了中國想要打造以航空母艦為核心的海上戰鬥群，這艘航母將成為中國阻止美軍協防台海、甚至是突破第一島鏈封鎖的重要利器。而在國際政治上，也有深遠意義，代表在東亞以及南海甚至印度洋，中國都將因為航母展現海上霸權的政治影響力。
